Article III, Section 3 provides: "Treason against the United States shall consist only in levying War against them, or, in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of two Witnesses to the same overt Act, or on Confession in open Court.". Treason is the only crime defined by the Constitution. The framers of the Constitution wanted to make it difficult to convict a person of treason. They wanted to make sure that peaceful opposition to the government would not be repressed and that innocent people would not be easily convicted of treason. They required two witnesses to at least one overt act of treason or a confession in open court.
