An environmental impact statement is required for any major federal action that might significantly affect environmental quality. It is a report from detailed studies that assess the potential environmental impacts resulting from a development project or other action undertaken or funded by the government. The EIS process forces government agencies and any businesses that contract with them to evaluate impacts on the environment before proceeding with a project. This generally does not halt such projects, but it can serve as an incentive to lessen the environmental damage.
