The former tattoos and coded language diminished in importance, as criminals pursued wealth rather than symbolism. Politicians and bureaucrats, formerly in collusion with organized crime, became their business partners after the collapse of the Soviet Union. The legal system failed to keep pace with the dramatic social and economic changes, so organized crime became providers of legal and law enforcement services, such as security and contract enforcement.
