The RNR model posits that in order for treatment to be effective, it must adhere to three principles. The risk principle: The intensity of treatment should correspond to an offender’s level of risk, with the most intensive treatments reserved for high-risk offenders, and little or no treatment offered to low-risk offenders. Risk is divided into two main categories, static and dynamic. Static factors are fixed characteristics associated with recidivism, and dynamic are those that are fluid. The need principle states that treatment should be tailored to an offender’s criminogenic needs, which can be further divided into stable and acute factors. Stable factors have the potential for change but tend to be relatively stable over time, lasting weeks or months (e.g., deviant sexual interests, intimacy deficits, antisocial orientation/lifestyle, substance abuse or dependence), while acute factors are rapidly changing characteristics or states, lasting hours or days, that impact the timing of reoffense. The responsivity principle maintains that the styles and modes of treatment should be matched to an offender’s learning style and abilities.
