• Politicians at first did not support DHS, wanted more coordination within departments
• Senator Joe Lieberman (Democrat) proposed the departments creation in the US Senate
• The White House created DHS to not allow Democrats from gaining political advantage in HS arena
• Some agencies remained independent (FBI/CIA), but other agencies were merged causing mission distortion
• Richard Clark (2008) and Shapiro (2007) disagreed with DHS
• Chief of Staff Andrew Card and Personnel Chief Clay Johnson engineered the new DHS under the Bush Administration
• Clark notes that they had four interests:
o Cut federal expenditures
o Political appointments instead of recruiting career experts
o Reduce the role of organized federal labor groups (prohibit unionization)
o Wanted to create as quickly as possible, which caused poor planning and lots of criticism
• Kamarck (2007) identified issues in today’s DHS
• As of May 2007, one quarter of the exec positions were vacant and so were 1/3 of policy making positions
• DHS is involved in policy development but the White House has final authority
• Mission distortion causes confusion of individual agencies, missions and priorities. Also causes confusion over jurisdiction and application of law
