In the 1960s, federal antipoverty money poured into the poverty-stricken Woodlawn neighborhood. Community organizations focused their efforts on the Blackstone Rangers. The Rangers extorted money from businesses, and taxed pimps and gambling house operators. In spite of that, social service agencies that received federal antipoverty money protected them. Eventually, the Rangers were unwilling to abstain from violence, and therefore parted ways with the 1960s Black Power/civil rights movement.
