How would you remove a broken bolt that has not bottomed out and a bolt that has broken off above the surface?

What will be an ideal response?

If a broken bolt has not bottomed out in the hole, it can sometimes be removed by driving it in a counterclockwise direction with a chisel, just as in removing a broken tap. A bolt that has broken off above the surface may be removable with pliers or a stud extractor.
