As part of his 2013 Smart on Crime Initiative, Attorney General Eric Holder ordered federal prosecutors to no longer pursue mandatory minimums in many nonviolent drug cases, to decline to pursue add-on charges called "recidivist enhancements," and to indicate smaller quantities of drugs when charging defendants in order to avoid unnecessarily longer sentences. He also encouraged the use of specialty courts and diversion and improvements in reentry programming. In contrast, Attorney General Jefferson Beauregard Sessions rescinded the Holder directives in his first days in office and ordered federal prosecutors to seek convictions on the most serious offense and the longest sentences.
