If we cannot be assured of any of these factors - number, time, experience, and quality - then I would find if the factor that is lacking can be addressed reasonably. If yes, to both questions, I would advise that we 'make' the solution in-house. If answers to these questions are negative, I would recommend that we buy the solution from a vendor.?
