Much of this problem revolves around tenants who commit criminal acts as well as neglected properties. First, it is essential that property owners and landlords know their rights with respect to tenants. Because most drug activity occurs on rental property, prevention efforts must involve the property management community. Therefore, landlord-tenant training programs are provided by a number of police departments to help owners and managers keep drugs and other criminal activities off their properties. Training also covers ways to screen out dishonest applicants while ensuring that honest applicants are encouraged to apply; rental agreements and approaches that will strengthen the ability to evict tenants who are drug users or dealers; warning signs of drug and other criminal activity, the drugs involved, and the behavior associated with using, growing, and dealing drugs; methods to use if a clandestine drug lab is discovered; options and process of eviction; ways to work with the police; rights and responsibilities under Section 8 (subsidized) housing. Certainly a review of the jurisdiction's laws concerning foreclosure is important as well; getting banks and other property owners to take responsibility for the conditions of vacant properties can be a serious challenge. Some jurisdictions have enacted a comprehensive foreclosure registration and maintenance ordinance; lenders have to register all vacant properties with the police department, thus enabling code enforcement personnel to have accurate records of who is responsible for the property's maintenance.
