2 . Vulnerable. Vulnerable neighborhoods also have low rates of crime and disorder, but they have minimal levels of development as well. Residents depend on the police to deal with disorder.
3 . Anomic. Anomic communities have high rates of crime and disorder and low levels of neighborhood development. Residents are dependent on officers to take care of safety problems and are dissatisfied because of the officers' lack of success.
4 . Responsive. Responsive neighborhoods have high levels of crime and disorder, but residents work with the police to resolve problems.
