The BeltLine is an attempt by Atlanta at "smart growth" by recovering an abandoned rail and industrial corridor and turning it into a pedestrian-friendly trail and transit loop that connects the major portions of the city together. This type of project changes a city by providing green gathering space (which makes the city more livable), creates transit, creates jobs, and increases the city's tax base.
