The 9 questions are: (1) Who is the client? It is important to understand who the client is in order to understand who the professional is responsible for in terms of providing services. (2) Are there any limits to a professional’s responsibility to clients? It is important to determine when the findings of an evaluation should be reported or shared, even if they are troublesome and may shed negative light on clients. (3) With respect to informed consent, to what extent should the evaluator inform clients as to nature of the evaluation? It is important to determine how much information should be shared with clients so that they are protected and the evaluation is not compromised. (4) How will data be collected, stored, etc. so that clients’ confidentiality is protected? (5) What competencies are required to conduct an evaluation? It is important to ensure that competent professionals are conducting the evaluation so that the evaluation is conducted responsibly. (6) How important is it for the evaluator to understand the culture of the agency so that they understand clients’ perspectives? (7) Is one’s responsibility to clients in conflict with the researcher’s own interests? It is important to identify potential areas of conflict. (8) Is there a duty to inform clients and other stakeholders of real or potential conflicts of interest? (9) How do you recognize a dual relationship? Is the evaluator compromised somehow by their relationship with the agency and/or other agencies they conduct evaluations for?
