An accountable program would have interventions based on client needs. Documentation and evaluation demonstrate and measure client progress towards meeting goals pre-determined in the program design phase.
An unaccountable program would not have a direct relationship between program design, assessment, documentation and evaluation. This program may use cafeteria-style programming. Client assessment would look at various functional skills not necessarily related to the programs. Documentation would report attendance and participation in programs for no specific reason. And evaluation may be solely on client satisfaction.
