What are the pros and cons of a federally centralized laboratory system?

There are obvious pros to a federalized system. A federalized system would eliminate the inequity of funding among jurisdictions. All laboratories would be subject to the same sort of oversight by the federal government. All laboratories would offer the same services, or at least the services that the federal government determined were necessary for that jurisdiction. Laboratory personnel could also be hired and promoted according to one standard. There are also obvious cons to a federalized system. It is up to each state to create its own legislation and govern itself. Criminal justice matters have historically been left up to individual states. To shift a significant portion of this responsibility to the federal government would be a major change. The federal government would decide which cases to pursue and which ones not to pursue. States would lose a considerable amount of autonomy in determining which cases are important and deserving of funding. A federal system would most likely be very cumbersome. The federal budget would need to be increased. Also, even though all of the same services could be offered in each laboratory under a federal system, this would not take into account the different needs of each state.
