Since animals cannot open vials, why are veterinary drugs dispensed in childproof containers?

Animals can get into drugs dispensed in envelopes that are left in an area that they have access to. Since veterinary drugs can cause toxicity in humans (children), the risk for accidental drug exposure and poisoning exists whether it is a veterinary drug or a human drug. Therefore, childproof containers protect children from ingesting veterinary drugs as well as human drugs.
