Twenty-first century learners are growing up in an American context where personal freedom, self-expression, and individuality is valued and celebrated, and where cultural and linguistic diversity is the norm. As individuals, 21st century learners are identified as having special needs or exceptionalities, including physical, cognitive, emotional, or behavioral characteristics different from the norm. Regardless of their backgrounds and learning needs, 21st century learners are growing up in an era of constant and instant access to information via digital tools.
