He found that regardless of how intense the red light was, it would not cause a measurable output from the photocell. Yet even a weak blue or ultraviolet source would cause a flow of current from the photocell. So each photon must carry a discrete quantum of energy depending on its wavelength, with only the higher frequency photons carrying enough energy to stimulate current from the photocell.
