In 1948, the United Nations developed standards of treatment of individual citizens by governments throughout the world. The Declaration provided for access to justice and fair treatment, restitution, compensation, and assistance to all victims of crime throughout the world. Many of the legislation of foreign countries incorporate the principles laid down by the Declaration of the rights of crime victims. A criminal court was also created under the United Nations.
