Existing legislation was not designed to challenge the events of 9/11 and the existing silo nature of the intelligence gathering organizations in the US led to the failure to connect the dots. The amalgamation of organizations under Homeland Security was the United States' answer to some of the overriding failures that led up to 9/11 .
