Is it fair to terminate male sports programs to meet the requirements of Title IX?

Men’s programs continue to be cut, especially “non-revenue” sports such as wrestling, swimming, gymnas-
tics, and baseball. Cutting men’s programs for the sake of meeting a quota or “substantial proportionality”
is unfair. However, others argue that such sports are not terminated due to Title IX concerns but rather
budgetary concerns.
