Effective schools for at-risk students provide a safe, orderly school climate in which students understand the meaning behind and the purpose of school and classroom rules; academic objectives focus on mastery of content; a sense of community cooperation, and prosocial values is promoted; student responsibility and self-regulation is emphasized; parental involvement is strong; and teachers are caring, demanding, and hold high expectations for all students.
