equal rights under the law (Section 1981). The civil liabilities under state law are
based on state tort law, for such acts as false arrest and false imprisonment, assault
and battery, excessive use of force, wrongful death, or negligence. The federal laws
are all based on specific statutes and can be amended by the Congress. The state
laws are often based on the common law, and are not specified by statute.
