Unions might decrease productivity by “make-work” rules and bureaucratic maneuvering. A second means of reducing efficiency is through strikes when they occur. Finally, the higher union wages may displace some workers who would have been employed in the unionized industry at a competitive wage rate. To the extent that they are now employed in a lower-wage, nonunion sector, they are being misallocated, and underpaid according to what society would demand in a competitive environment. The unionized workers are being overpaid and under producing in comparison to the competitive solution.
