A data element consists of one or more fields that make up a standard component of the record. For example, patient name is a standard data element, even though it may consist of several fields.
A data set is a group of data elements collected for a particular purpose. An example was given of an admission form as a data set that uses patient demographic elements such as patient name and address, in addition to insurance and next of kin elements.
