A proactive police administrator would first identity the informal organizational structure to ascertain where resistance might take place. In a large department, one would first sell the program to middle management, sergeants and lieutenants while not violating their norm of social solidarity. You would incorporate middle management ideas and some positive police subculture norms into the new program and then let middle management sell the program to the rest of the officers.
