However, reliance on routine and procedure can lead to a narrow vision of policy formulation. Further, in the interest of self-protection, incremental change may seem safest. Incremental changes will not have as high a probability of failure as an innovative program and an incremental change is likely to keep the program in the hands of the agency already administering the existing solution.
