The basic communications process includes six key elements:
Encoding: Using words or other verbal behaviors and gestures or other nonverbal behaviors to convey an experience or idea.
Transmission: Translating encoded symbols into some behavior that another person can observe.
Medium: The channel through which communication is conveyed
Reception: The verbal and nonverbal symbols are received and conveyed to the brain for interpretation.
Decoding: The individual receiving the symbols translates them into some concept or experience of the receiver.
Feedback: Response provided from the receiver back to the sender.
Communication can move within a police organization in multiple ways
Downward communication goes from a supervisor to an individual being supervised and generally involves communications regarding job instruction, job rationale, procedures and practice, feedback, and indoctrination.
Upward communication moves from an individual being supervised to a supervisor and may be affected by the distance between the supervisor and subordinate and by the complexity of the organization.
Horizontal communication tends to be informal and works best in organizations where formal communication channels are not open.
Grapevine communication involves rumors from anonymous sources; it is fast, operates mostly at the place of work, and supplements regular formal communication.
Written communication, which establishes a permanent record of communication.
There are a number of potential barriers to effective communication within police agencies or other organizations

Some people are poor listeners
