Common convention is to assign even numbers to through movements, 2
and 6 on the major street and 4 and 8 on the minor street.
Odd numbers 1, 3, 5, and 7 are assigned to protected left turn phases such
that phase 1 is the left-turn movement that conflicts with the opposing through
movement. For example, if phase 2 is the eastbound through phase, then phase
1 is the westbound left turn phase. This is illustrated in Figure 8.14.
