Why are some states' rules of evidence different from the federal rules of evidence?

Most states have adopted rules of evidence almost identical to the Federal Rules, however, each state retains the power to interpret and modify those rules of evidence. Thus, the meaning and application of the Federal Rules of Evidence can vary between federal courts and state courts and between the states.
