Describe the strategy for rounding off multi-digit divisors when solving multi-digit division problems

The first part of the strategy teaches students to estimate how many groups of the size of the divisor can be made from the dividend. The estimate is derived by rounding off and expressing both the divisor and dividend as tens units: 54, for example, is rounded to 5 tens and 186, for example, is rounded to 19 tens. The students then figure out how many fives are in 19.
