Varies. Descriptive or numerical representation considers the number of women who hold
office. Substantive representation is the extent to which women represent the interests of women.
While it is important to have a more balanced gender representation among elected officials, women
in political positions may not necessarily represent women’s issues. They may instead be tied to their
party. As women are “outsiders” and working to break the glass ceiling, they may not want to “rock
the boat” by focusing on women’s issues. Some female elected official while at first reluctant to be
known as a women’s issue representative realized that if they did not stand up for women, no one
would. Once elected, some women become substantive representatives.
