One possible way to ensure the limited and prudent use of pesticides by consumers is to not sell concentrates. This avoids the problem of incorrect dilutions. The EPA already limits the types of pesticides that are approved for consumer purchase. This could be limited further and the quantities that may be purchased could be limited.
