The Roosevelt administration moved quickly and devised entirely new approaches to the problems of unemployment and poverty. The federal government began a massive program of “direct relief”--cash payments to families in desperate need, managed by the states. Like many Americans, national leaders were uncomfortable with the idea of direct relief, except as an emergency measure. Emphasis soon shifted to job relief. Under the federally funded Works Progress Administration, millions of workers were hired, often to work on needed public works projects, such as roads, bridges, and schools. The programs created in response to the emergency of the depression were soon phased out, but a new federal program was created to provide workers and their families a long-term safety net.
