There are three broad areas of job and organizational characteristics that can lead to police corruption and misconduct. First, officers have power, authority, and discretion. While all of these characteristics are necessary for police officers to effectively do their job, there are, of course, plenty of opportunities to abuse their power, authority, or discretion. Next, police often operate in a “low visibility” work environment. As such, there are frequently no witnesses other than fellow officers or few citizens to incidents of misconduct or corruption. In cases where there is no body camera or cell phone footage, credible witnesses are often hard to find. Finally, police culture and the “code of silence” may lead to corruption or misconduct. Police are part of a unique subculture, which has rules that other officers are expected to follow. Certain values are prized, and one of those values is solidarity. While there is nothing wrong with solidarity, in and of itself, if it prevents officers from informing on colleagues who are engaging in corruption or misconduct, what many call the “code of silence,” it is a barrier to disciplining those engaging in inappropriate behavior.
