In order to avoid the situation where a presidential candidate receives a majority of the popular vote but loses the electoral college (a winner must receive at least 270 to win), California joined eight other states (note: up to 11 total in 2017) in stipulating that its electoral college votes will go to the winner of the presidential popular vote rather than the state vote. This plan will go into effect when enough states sign onto the plan (their votes must add up to 270 at least), which probably will not go into effect until 2020.
