In practice, there are far too many natural and synthetic chemicals in use to rigorously test the toxicity of them all. The strategy of pollution prevention intended to minimize the release of toxic substances either by recycling and reusing them within production processes, or by replacing toxic substances with less harmful ones. The precautionary principle states that when there is reason to suspect that a chemical may be harmful, it's impact should be mitigated by taking precautionary measures. Pollution prevention limits the amount of harmful chemicals in use, and assures that any toxic chemicals in use are used to their fullest extent and not released into surrounding ecosystems. Both of these activities represent actions that help achieve the ends of the precautionary principle.
