Answers will vary, butthe trendscould be that disproportionate amounts of aid go to countries with smaller populations when analyzed on a per capita basis; smaller countries may receive more aid because they tend to show more noticeable changes because of aid than do countries with large populations such as China or India. Counties with colonial histories tend to receive more aid when they are aligned politically with the major donor countries. These characteristics tell us more about who will receive aid and how much than levels of poverty or democratization, or economic openness can. (One of these answers will suffice.) The criticisms include that foreign aid focuses on issues that have questionable effectiveness; that donors and recipients may have ulterior political agendas or motives; and that donations can have adverse effects on the countries that the foreign aid is trying to help. The aid can reinforce existing inequalities and global power structures.
