Computers that serve as investigative tools have the greatest potential to affect criminal justice in the near future. Automated fingerprint technology, the National Crime Information Center and the Violent Criminal Apprehension Program (ViCAP) databases, state-operated police identification Networks, specialized services like METAPOL, and the FBI's CODIS are examples of information-based systems designed to help in identifying offenders and solving crimes.
Computer-aided investigations.The developing field of artificial intelligence uses computers to make inferences based on available information and to draw conclusions or to make recommendations to the system's operators. Expert systems, as these computer models are often called, depend on three components: 1) a user interface or terminal, 2) a knowledge base containing information on what is already known in the area of investigation, and 3) a computer program known as an inference engine that compares user input and stored information according to established decision making rules.
Computer-based training. Computers provide an ideal training medium for criminal justice agencies. They allow users to work at their own pace, and they can be made available around the clock to provide off-site instruction to personnel whose job requirements make other kinds of training difficult to implement. Computer-based training (CBT) is already well established as a management training tool and is used extensively in law enforcement. CBT has the added advantage of familiarizing personnel with computers so that they will be better able to use them in other tasks.
