The Child Care Development Block Fund uses monies to provide access to child care for low-income populations and uses a portion of funding to increase the quality of child care children receive. Title 1–supported preschool programs help children in high-poverty communities acquire the skills needed to help them enter school ready to learn. Early Reading First provides competitive grants to school districts and preschool programs designed to impact teacher support of literacy skills. Even Start provides educational services to families of low income and supports integration of early childhood education, adult education, parenting education, and family literacy programs. The Early Childhood Educator Professional Development Program provides competitive grants to early childhood educators working in high-poverty communities to participate in programs designed to increase their knowledge and skills. Special Education Preschool Grants and State Grants provide formula grants to states to make available special education and related services for children ages 3 to 5 with disabilities. Finally, Special Education Grants for Infants and Families provides formula grants to states to make early intervention services available to children ages birth through 2 and their families.
