The continuum of contacts represents the almost limitless variations of contacts between the public and the police, and illustrates how justification for police action increases as their reasons build for thinking criminal activity is afoot. Like any continuum, an infinite number of points exist between the two extremes—a middle ground involving many daily contacts between the citizenry and the government, in which interactions are not so clearly defined. This realm includes situations when the police or other government agencies are considering, or actually conducting, an investigation, or when an individual or a business or another organization is merely suspected of illicit activity.
