Saying that educational placement is fluid means that it is changeable. As a student’s educational needs change, so can the setting in which he or she receives service. If, for example, a student was placed in a least restrictive environment that included only partial time spent with peers without delays or disabilities, he or she could be reevaluated and placed in a fully inclusive environment if his or her educational needs would be better supported in the general education classroom.
