How did Montesquieu suggest that the ideal form of government could be achieved?

In Spirit of the Laws Montesquieu analyzed all the different forms of government throughout history using objective, scientific, and rational observation. He factored in the myriad differences that created different types of government, saying that the type of government would vary depending on geographic conditioning, climate, economy, religion, degree of technology and level of progress, and cultural traditions and the unique characteristics of a given civilization. Therefore, he said, there was no universal standard that could be upheld as the best form of government because it had to be appropriate to the wide variety of differences and respect the individual spirit of that society. For France, he felt that a conservative government, but one that was moderated by some restraints on monarchy, was best.
