The 3 steps in developing a logic model are: (1) Identifying and interviewing key stakeholder for the program: It is important to be as inclusive as possible when identifying key stakeholders, efforts should be made to include different viewpoints, and evaluators should consult agency contacts to include key stakeholders with divergent views and whose support is needed in the evaluation. The interviews should be structured but open ended and straight forward questions should be used. A group interview can facilitate discussion among members that may lead to more refined input into the model. It may also be important to give members an opportunity to answer some questions privately and then share with the group. (2) Reviewing the logic model: The initial model is presented to the project team and stakeholder groups in a somewhat structured way, ensuring that participants understand the presentation of the model, and to ensure that all components are included and make any necessary revisions based on their input. This includes asking stakeholders to look for things they didn’t expect, and program aspects that were excluded. Revisions are then presented with a preference towards a consensus agreement on the model, or at least a version that all parties can live with. (3) Assessing the program: the evaluation team then uses the logic model to asses the program, including critiquing the theory behind the program. In other words, if the resources are invested and the activities/processes occur, is it realistic that the outcomes will occur? Is the implementation of the program achieving the desired outcomes? Can the agency make positive program improvements that will help us achieve the desired outcomes?
