It is well-established that the most challenging aspect of changing the culture of a police agency lies in changing the attitudes of first-line supervisors. The primary contact of street officers with their organization is through their sergeant, and most officers believe their supervisors are authority figures to be satisfied. The work of a sergeant is greatly simplified by the traditional form of policing, and they are usually appalled by descriptions of the freedom and independence suggested in COPPS for rank-and-file officers. The concept can be very threatening to them. Supervisors must be convinced that COPPS makes good sense in today's environment, and they should possess the characteristics of a good problem-oriented supervisor, such as:

• Understanding and practicing problem solving
• Managing time, staff, and resources
• Encouraging teamwork
• Helping officers to mobilize stakeholders
• Tracking and managing officers' problem solving
• Providing officers with ongoing feedback and support
