What will be an ideal response?


When the framers constructed the Congress, different priorities influenced their construction of the House of Representatives and the Senate. The bicameral legislature would be one in which the House of Representatives would be based on population, while the Senate would be based on state representation. The House was designed to be closer to the people and represent their views, while the Senate was configured as a more elite, deliberative institution, less subject to mass politics.
