By increasing the perceived threat of criminal punishment, crime can be reduced and controlled. It is important that perception of punishment be considered in the ability of punishment to deter. If individuals believe that they will be punished for their crimes (i.e., they perceive that they have a high likelihood of being punished), they will be less likely to commit the crime. According to general deterrence theory, if the certainty of arrest, conviction, and punishment increases, crimes will decrease. When the punishment applied is severe and when it is applied swiftly it will be more likely to deter crime and lower crime rates.
