The model that is characteristic of most police departments is quasi-military, top-down command structure. In theory, policy and procedures are implemented by command staff, and line-level staff are expected to accomplish the basic mission of policing. On paper it appears that line-level staff do not have much discretion and have little input into the decision-making processes of an organization. However, the most effective police departments in the country are those that truly appreciate the value of street-level intelligence and provide opportunities for officers who “work the street” to have direct input into the implementation of strategies and specific types of policies and procedures. In sum, there is value in implementing different types of management styles, evaluating the positive and negative consequences of these changes, and suggesting policy reforms based on what is learned.
