The three models of collective bargaining are: (1) the binding arbitration model, (2) the meet and confer model, and (3) bargaining not required model. In states that allow binding arbitration, both sides submit the issue and their positions in writing to a "neutral" third party or arbitrator who then decides the outcome, with the decision conforming to state laws and labor standards. The meet and confer model is similar to the binding arbitration model. Here, again, police officers are allowed to form and join a union or collective bargaining entity and negotiate with management. However, management is only legally obligated to meet and confer with the employee group. There are 12 states that have the bargaining not required model. In these states, collective bargaining has not been authorized by the state, or such labor practices have been deemed unconstitutional.
