ANSWER: The NEA represents nearly two-thirds of elementary and secondary teachers in the United States. It seems more conservative about educational reform than the AFT. The NEA was founded in the mid-1800s. It resisted collective bargaining at first. The AFT, representing about 25 percent of all teachers, is a strong advocate of educational reform. It was begun in the mid-1900s. The AFT is a member of the AFL-CIO and brought collective bargaining into teachers' salary negotiations. The AFT is noted for hard bargaining over bread-and-butter issues and is a defender of academic freedom and of greater participation by teachers in decision making.
